HEALTH SYSTEMS SPECIALIST

As a HEALTH SYSTEMS SPECIALIST, GS-0671-12, duties include:
- Oversees and manages the medical readiness program of the state, which includes planning, coordinating, and providing guidance to all medical resources within the state. Direct responsibilities include, but are not limited to:
command health programs, medical/dental aspects of mobilization, deployment and operations, medical education, sustainment, proficiency training, credentialing of health care professionals; and fiscal management, policy development and implementation. - Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations. Develops procedures for correcting deficiencies to improve effectiveness. Identifies medical readiness trends; develops and issues guidance when warranted. Develops new procedures to solve unprecedented problems/issues. Chairs meetings to coordinate work to be accomplished by various commanders and full-time support personnel that must work as a team to accomplish tasks and goals. - Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, and other directorate level staff elements, and as a liaison with all State, NGB, and Federal organizations concerning medical matters. - Manages all resources budgeted to the state for medical programs. Prepares annual budget for the state medical readiness program to include funding at state, NGB, and DA sources. Executes the budget approved medical readiness and approves all changes which may need to be made due to unforeseen problems. Participates as a member of the PBAC. Develops and monitors a medical proficiency training program along with current and long range plans that provide adequate facilities, personnel, and equipment for support of the medical readiness program. - Supervises Preventive Medicine Section personnel. Plans work to be accomplished by subordinates. Develops performance standards and evaluates work performance. Gives advice, counsel, or instruction to subordinates both work and administrative matters. Hears and resolves complaints from subordinates, referring group grievances and more serious complaints to a higher level supervisor. - Performs other duties as assigned. In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work. Failure to obtain and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded or separation from employment. Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. Experience:
Possess experience, education, or training which provided a basic knowledge of health care management and advising on and/or coordinating health care delivery systems and operations. SPECIALIZED
Experience:
Must possess 12 months experience at the next lower grade in progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. THE MAN YEAR FOR THIS POSITION IS OBLIGATED TO A TECHNICIAN ON MILITARY DUTY. SELECTEE MAY BE DISPLACED UPON RETURN OF THE INCUMBENT OR SELECTEE MAY BE CONVERTED TO PERMANENT APPOINTMENT IF THE INCUMBENT DOES NOT REQUEST REEMPLOYMENT. INDEFINITE EMPLOYMENT IS TEMPORARY IN NATURE AND WILL LAST MORE THAN ONE YEAR BUT NO MORE THAN SIX YEARS. BENEFITS ARE THE SAME AS A PERMANENT APPOINTMENT.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
