Social Services Assistant (Housing Specialist)

Duties include, but are not limited to:
Administer structured interviews and assessments with a wide variety of Veteran populations, particularly Homeless Veteran populations with SUD who are also Seriously Mentally Ill (SMI) Veterans, Women Veterans, Operation Iraqi Freedom and Operation Enduring Freedom (OEF/OIF) Veterans, elderly Veterans and/or Veterans with families. Assist Veterans in their search to find a house or apartment that will meet the qualifications of a Public Housing Administration (PHA) Inspector. Coordinate briefing sessions and seminars for program participants and landlords. Interact with HUD-VASH Case Managers, veterans and PHA staff in order to secure placements expeditiously once the veteran has received a voucher. Obtain pre-inspections and other inspections. Present veterans with HUD-VASH vouchers to landlords and negotiate various aspects of leasing such as security deposits, utility bills and monthly lease amount. Counsel veteran applicants on their eligibility and assists veterans and landlords with the leasing process at the PHA, as well as monitor the units under lease. Follow up with all veteran applicants as they search for permanent housing. Prepare reports, maintain records and data bases as well as perform other related work as required by the HUD-VASH Case Managers and the veterans who are enrolled in the program. Present housing information to the HUD-VASH team and provides updates on voucher status, housing search, leasing progressing and move-in dates. Prepare office and marketing materials to mail out/hand out in order to educate prospective landlords and veterans about the HUD-VASH program. Monitor overall program operations and keep staff informed of any new units that are available. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Group leader in community or residential recreation or training programs. Instructor in a training program for the development of job skills. Work that demonstrated the ability to be responsible for and to lead and train members of a job crew. Group activities leader in the Armed Services. Unit leader-monitor-proctor for a dormitory group in a boarding school or other residential facility. Aid or assistant to professional or associate staff engaged in work of a social services nature in private, public welfare, government program, or community organizations, or in voluntary activities. Aid or assistant to professional or specialist staff working with individuals who are addicted to or abuse alcohol and/or drugs. OR, Education:
One full year of graduate education that is directly related to the work of the position (such as social behavior, human behavior, psychology, or counseling). The education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Experience:
Experience providing assistance and direct services in support of a social services program; providing information to persons served about the program's services, requirements, and procedures; providing referral information on community resources; maintaining case files, referral directories, and information on community resources and similar office work pertaining to social work program; administering structured interviews and assessments; experience working with individuals who are chronically homeless and/or have multiple co-occurring disorders, including substance abuse and mental illness; experience working in a housing setting and knowledge of the local housing market and leasing process. Activities involve walking, standing, bending, and carrying light items. The incumbent is expected to provide case management and supportive services, to include early interventions, in Veterans' homes and community settings. Incumbent may be required to work under stressful situations dealing with highly distraught Veterans and/or their families, particularly when the Veteran is using substances. There are also safety considerations when doing case management in the home and community, which are addressed through safety protocols, training and consultation with Mental Health or program leadership.
