Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.(Submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). BASIC
Qualifications:
Must have successfully completed a full 4 year bachelor degree program in soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility; (You must submit transcripts) OR Have a combination of courses equivalent to a major in soil science or a major that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education. (You must submit transcripts) In addition to meeting one of the Basic Requirements above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience GS-13:
Must have successfully completed at least one year of specialized experience equivalent to at least the GS-12 grade level of the Federal Service performing duties that included:
Applying spatial and tabular datasets to address resource needs reliant upon soils data; Developing and guiding the use of soil information to serve diverse areas with minimum conflict; Interpreting and evaluating new mapping techniques, proposed interpretations criteria, and new manuscript formats; Coordinating activities with other soil scientists or specialists, or technical support staff specialists such as biologists, foresters, range conservationist, ecologist, agronomists, and engineers; and Proposing and reviewing revisions to national standards, policies, and procedures. (Must be reflected in resume) Specialized Experience GS-14:
Must have successfully completed at least one year of specialized experience equivalent to at least the GS-13 grade level of the Federal Service performing duties that included:
Managing multiple phases of survey data collection, data integration, and quality assurance; Providing advice and guidance to upper management for the development, use, and benefit of an organization; Providing insight into soil and water conservation programs, practices, technologies, and operations of an organization; Reporting on the technical feasibility of the processes, systems, and components of inventory activities; and Developing program policies and procedures. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
