GOVERNMENT INFORMATION SPECIALIST

As a GOVERNMENT INFORMATION SPECIALIST, GS-0306-9, duties include:
1. Government Information:
Functions as the program manager for the state's Congressional Inquiry program. Maintains a status log of past and current inquiries from members of congress and state and local legislative members. Provides status updates to the requesting member as required. Reviews all incoming requests redirecting as appropriate to other information sharing programs. Advises the Adjutant General and command staff of sensitive or significantly controversial issues and potential impact. Develops responses by sending requests for information to appropriate State National Guard organizations and affiliated state activities. May conduct independent research in order to provide additional information and/or verify information received. Writes and submits official responses with particular attention paid to clarity, tone, format and grammar. Ensures that responses accurately answer the inquiry and provide a positive image of the DoD, the National Guard, and the Adjutant General. Administers the states Freedom of Information Act (FOIA) and Privacy Act (PA) Programs and serves as the state National Guard's subject matter expert. Checks the official FOIA request website for new requests, updates statuses for current and ongoing requests, and redirects duplicate requests to the response initially provided. Validates the appropriateness of requests assures compliance with various federal and agency statutory requirements and policies. Forwards requests for information to the appropriate state National Guard organizations or coordinates with outside affiliated Federal agencies or Military Branches for fulfillment as needed. Formulates responses based on information provided ensuring that releasable material is factual and in compliance with FOIA/PA regulatory guidelines concerning protected data. Redacts PII, PHI, and other protected data elements from responses. May provides guidance, direction, and advisement for other employees assigned the additional duty of FOIA representative. Arranges for the training of designated FOIA representatives, validates representative replies, and tracks, validates and inputs chargeable and waivable research hours. Refers items of sensitive nature or potential significance to TAG. Based on independent analysis of the identified issue, advises the Adjutant General of appropriateness of responses and anticipated impact to the state. 2. Commander's Action Group:
Coordinates visits from outside agencies and governmental organizations with their applicable liaisons for the purpose of advancing the state National Guard's State and Federal strategic initiatives. Uses expert knowledge of the organization, its goals, and leaders to determine the appropriate scope and level of engagement of external visitors. Initiates and maintains information files on relevant personnel and organizations on data pertinent to the command that are key to meeting the organization's strategic goals and objectives. Prepares and assists in the preparation of a variety of presentations, ceremonies, briefings, and information papers (e.g. The Adjutant General's report, Commander's Update Brief, Legislative initiative publications, Governor's Dashboard, etc.) by providing input concerning design, layout, and presentation of data. May make editorial changes to ensure proper grammar, consistency of writing style, appropriate tone, and clarity of message. Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work. Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency. Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
