Under the general supervision of a professional engineer, coordinates Local Public Agency (LPA) Federal-Aid transportation projects, on behalf of the Nebraska Department of Roads (NDOR). From project initiation to delivery, the Engineer will assure LPA project compliance with all required Federal and State laws, regulations, NDOR standards, and the LPA Guidelines Manual for Federal-Aid Projects.
Examples of Work:
Reviews LPA Federal-Aid project requests for accuracy and completeness. Verifies funding eligibility and availability, and requests cost estimates from the NDOR Construction Division, Cost Estimating Section. Reviews and completes project programming documents. Writes and monitors legal agreements and contracts for LPA Federal-Aid projects between NDOR, LPAs, consultants, railroads, and utility companies. Reviews requests for proposals and all other required consultant selection documentation and procedures submitted by the LPA to assure compliance with Federal and State consultant procurement regulations. Coordinates with consultants on various roadway features including horizontal alignment, vertical alignment, cross-sections, earthwork, guardrail and other features; roadway, culvert and storm sewer cross-section plans; preliminary and final construction project quantities and costs; documents engineering decisions, writes special provisions and keeps project correspondence files accurate and up-to-date. Reviews LPA road, street, and bridge project plans and computations, submitted by the LPA, for conformance to NDOR standards, policies, and generally accepted design and construction principles. Advises the LPA RC of non-conformance issues, documentation requirements, information needs, and requested plan changes. Reviews, verifies, and tracks progress estimates for reimbursement requests. Represents NDOR at pre-programming, project and environmental scoping, progress, coordination, plan-in-hand, and public meetings, often conducted at the project site. Maintains communication between the LPA team, NDOR, and the Federal Highway Administration (FHWA) concerning proper procedures, as well as regulation, policy, and process changes. Acts as a liaison between the LPA team, and Federal and State resource agencies, FHWA, and other NDOR Divisions. Maintains NDOR's LPA project master file and electronic database, assuring all required correspondence, concurrences, permits, authorizations, agreements, and documentation are present and organized. Prepares PS&E Packages to include Plans, Specifications, and Estimates for review by the NDOR Construction Division, PS&E Section. Consistently works with the LPA to maintain status updates for key project activities. Works with the LPA to meet scheduled deadlines and ensure the LPA Federal-Aid project progresses toward project delivery. Participates in NDOR Department, Division, and Section meetings as needed. Completes special projects, such as process reviews, as assigned. Provides assistance to the Urban Engineer and/or the Secondary Roads Engineer as assigned.
Qualifications / Requirements:
REQUIREMENTS: Bachelors degree in engineering OR Registration as a Professional Engineer (P.E. license).
PREFERRED: Bachelors degree in civil engineering. FE/EIT certification. Experience in roadway design which includes making technical engineering computations and knowledge of modern methods and techniques of highway construction, maintenance and materials. Experience interpreting, applying and verifying State and Federal rules and regulations pertinent to work assigned. Experience and knowledge in the review of highways, streets, culverts and storm sewer plans. Experience in roadway, earthwork, drainage, word processing and spreadsheet programs. Thorough understanding of NDOR operations, policies, and goals. Detailed knowledge of Federal-Aid transportation programs. Detailed knowledge ofthe LPA Guidelines Manual for Federal-Aid Projects. Nebraska Board of Public Roads Classifications and Standards Minimum Design Standards; AASHTO Design Policy; ADA Accessibility Guidelines; and Nebraska Standard Specifications for Highway Construction.
OTHER: Valid driver's license or the ability to provide independent authorized transportation. Bachelors degrees outside of the United States must be ABET certified at the time of application. Applicants with a Masters degree in Engineering from an ABET accredited institution within the United States will be considered. If applicants do not have an FE/EIT certificate, they will be required to obtain one within one year of hire. Applicants will also be expected to obtain their professional engineer's license at the first available opportunity that they are eligible to sit for the examination. Regular and reliable attendance.
Knowledge, Skills and Abilities:
Effectivecommunication skills are necessary in coordinating projects with consultants and the Division and Districts within NDOR. Knowledgeable in highway design criteria and standards. Must be able to perform duties and responsibilities with a minimum of supervision. Ability to read and understand agreements and other contract documents. Skills in organization and public relations.Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
