As a wetlands biologist at NDOT, you will review highway construction projects for potential impacts on wetlands and other water resources, conduct wetland delineations, permit projects under Section 404 of the Clean Water Act, and develop and manage wetland mitigation sites.
You will also assist in habitat surveys, presence/absence surveys, and preparing and reviewing biological assessments for threatened and endangered species.
You will gain experience with project management, working with a variety of transportation professionals, and partnering with resource agencies, landowners, and the public.

The pay rate for this position is $27.
703 per hour - $40.
838 per hour.
Pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

Understand and use the 1987 Corps of Engineers Wetland Delineation Manual and Regional Supplements.
oIdentify plant species, perform soil evaluations, and interpret hydrologic conditions.
Photograph field conditions at project sites, write reports, memos, and complete forms to document findings.
Map wetland and channel types in GIS (ArcPro).
oPlan, conduct, and review species surveys and habitat assessments for highway transportation projectsoPrepare and review biological evaluations, assessments, and recommendations for highway transportation projects.
oInterpret project construction plans, topographic maps, and aerial imagery for impacts to wetlands and channels.
oComplete Clean Water Act Section 404 permit applicationsoCoordinate and manage project delivery for wetland reviews on highway transportation projectsoCoordinate and manage environmental consultant deliverables for NDOT projects.
Develop, coordinate, and negotiate contract scope of services and cost estimates with environmental consultants, as needed.
oPrepare wetland mitigation plans and/or banking instruments.
oConducting monitoring field work on wetland mitigation sites and wetland banks sites.
Analyze data and produce annual reports to the Corps of Engineers in fulfillment of permit conditions.
oResearch, apply management practices, and develop potential wetland mitigation bank sites.
Contact and communicate effectively with landowners for potential wetland mitigation sites.
oCommunicate and coordinate with governmental regulatory and natural resource agency personnel effectively.
oFile and retrieve project records, communications, and field plans.
oAttend preconstruction meetings with NDOT District staff and construction contractors to ensure environmental compliance.
oResearch professional standards and publications, and governmental regulations, criteria, and proposals pertinent to environmental topics to lead and/or assist in development of NDOT comments, plans, procedures, guidance, and policies.
oDevelops and presents training materials for certified consultants, school-age and college groups, and public agencies.
Assists with other NDOT training programs and events.
oOther duties as assigned.
Qualifications / Requirements REQUIREMENTS:
Bachelor's Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field AND two years of professional experience in a related field.
Experience may substitute for education or a year-for-year basis.
PREFERRED:
Education and 2-3 years of experience in preparation of Section 404 of the Clean Water Act permitting and 1987 Corps of Engineers Wetland Delineation Manual.
Educational courses or training in Section 404 or wetland delineation.
Training and/or experience in Section 7 of the Endangered Species Act or Nebraska Nongame and Endangered Species Conservation Act.
Experience using GPS for field surveys and GIS mapping software such as ArcPro.
Experience using Microsoft Office products.
Familiarity with roadway plans.
OTHER:
Must have a valid driver's license.
Must be available for occasional overnight travel for fieldwork.
Must be able to communicate effectively both orally and in writing.
Must be able to collect, organize, and present information in a report format.
Must be able to manage projects and deadlines.
Regular and reliable attendance is also required.
Knowledge, Skills and Abilities oKnowledge of environmental regulating agencies, their functions, and applicable federal and state rules, laws, and regulations.
oKnowledge of Section 401 and Section 404 of the Clean Water Act, National Environmental Protection Act (NEPA), Endangered Species Act, Fish and Wildlife Coordination Act, Migratory Bird Treaty Act, Nebraska Nongame and Endangered Species Act, and the Bald and Golden Eagle Protection Act.
oStrong communication orally and in writing and project management skills.
oAbility to collect, organize, and present information in a report format.
