59 PM CentralDescription The Nebraska Public Service Commission is seeking an experienced, self-motivated and focused professional to provide and manage legal services for the Nebraska Public Service Commission.
The Commission regulates natural gas, telecommunications, wireless E911, transportation, grain warehouses, manufactured and modular housing, private water companies, State 911 and administers the Nebraska Universal Service Fund.
Pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.

1200 The Atrium, Suite 300, Lincoln, NE 68508 Examples of Work oAdvise Commissioners, the Executive Director, and staff on matters of law and policy pertaining to the Commission 's authority, administrative law, contract law, state procurement law, and the Open Meetings Act.
oSupervise and lead the Commission's legal department staff, including attorneys, paralegal, and law clerk.
oProvide legal services for various departments within the Commission.
oResearch and prepare orders issued by the Commission.
oCoordinate, appear and participate in Commission hearings, meetings and conferences.
oProsecute regulated entities for violations of statutes and Commission regulations.
oTrack legislation and advise the Commission regarding the potential impact of pending legislation, draft legislative proposals, review bills, and assist with drafting testimony.
oDraft rules and regulations, policies and procedures, contracts and other necessary legal documents.
oAssist the Executive Director with the hiring of Commission legal staff.
oServe as the point of contact for the office of the Attorney General.
oFacilitates a continuous learning environment by promoting professional development, mentorship, and training to ensure legal staff has the opportunity and skills to be efficient and effective in meeting the goals of the agency.
oOther duties as assigned.
Qualifications / Requirements REQUIREMENTS:
Candidates must have graduated from an accredited law school, must be licensed to practice in Nebraska, AND have five (5) or more years of work experience.
Two (2) years of supervisory experience (preferably in a legal setting).
PREFERRED:
Five or more years of experience with an emphasis on legal research and writing including but not limited to drafting opinions, legislation, and rules and regulations.
Civil or administrative practice experience will also be considered beneficial.
Experience with the regulated activities of the Commission.
OTHER:
Resume and writing samples required.
Knowledge, Skills and Abilities Knowledge of:
Principles and practices of civil law and procedure, administrative law, and the legislative process; the rules of evidence; legal research; the procedures of trial and administrative hearings.
Skill in:
preparing summaries, legal analyses, findings, conclusions, briefs and other legal documents; and negotiating and communicating effectively with others.
Ability to:
Research federal, state and local laws and statutes and determine applicability; prepare and communicate the facts and arguments of a case to persuade others to accept the viewpoint presented; interact with legal associates, other government employees, the public, and parties' representatives; prepare drafts of legal documents and forms; identify critical elements of legal questions or issues and select appropriate course of action; interpret and apply statues, case law, administrative decisions, and administrative rules and policies; communicate effectively, both orally and in writing, with groups and individuals from diverse backgrounds; and work under pressure, prioritize work, meet deadlines and multi-task.
