4 Full-time 5 hours ago Full Job Description Description Catch me in a new job, how 'bout that! The Department of Administrative Services' State Purchasing Bureau (SPB) is looking for two friendly and resourceful Procurement Support Technicians to join our team.
As a Procurement Support Technician, you will be a vital contributor to the procurement team as you assist the Procurement Contracts Officers in acquiring goods (ex.
pheasants) and services (ex.
custom software solutions) for the State of Nebraska.
On a daily basis, you will be asked to help post solicitations to the website for bidders to see, process contracts and amendments in the State's system of record, draft announcements, letters, and other documents, schedule meetings and bid openings, and more.
Teamwork, prioritization skills, and attention to detail are essential traits for success in this job.
Experience with procurement, Word, Excel, and other computer programs is helpful, but is not necessary if you have a willingness to learn and a positive outlook! Flexible hours and/or remote work may be available upon supervisor discretion.

Prepare and format procurement documents, including, but not limited to, contracts, purchase orders, change orders, amendments, bid tabulations, general correspondence, reports and other documents Post documents and information to the department website Provide support to procurement processionals with phone calls, product research, scheduling/coordinating of meetings with agencies and/or vendors via email and electronic calendaring Plan, organize and implement work assignments, courses of action, as directed Document all solicitations and contracts in the State's ERP system and appropriate databases in compliance with state statutes and procedures Generate and/or compile reports used in making decisions on workload, workflow, and processes Create and/or maintain standard operating procedures and/or manuals Provide receptionist services and answer multi-line telephone for department Act as a liaison between Division and other agencies and/or vendors Proofread documents and ensure grammatical, spelling, typographical, punctuation, and other errors are identified and corrected for final copy Operate copy and scan machines Comply with state statutes, policies and procedures, and standard operating procedures Train other team members and agency members on processes Attend professional development training Complete other duties as assigned Qualifications / Requirements REQUIREMENTS:
Coursework/training or experience related to research, presentation, or publication in an area related to the programs or functions of the employing agency; business administration; accounting; customer service; and/ or technical support work, including use of computer software such as word processing, spreadsheets, and database management.

Knowledge, Skills and Abilities Knowledge of:
State and agency purchasing policies, procedures, statutes, and rules; contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services and goods using a wide range of contracting methods and contract types, in-depth knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine procurement strategy and sources, up-to-date market research procedures, wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions, negotiation techniques and technical requirements sufficient to procure complex and/or diversified services and goods, contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions, contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors, contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions.
Skill in:
interpreting, explaining, and applying state statutes, policies, and procedures, contracting principles, strategic sourcing, and public contracting processes, and procedures for managing contracts.
Ability to:
communicate clearly and effectively, develop technical training materials, provide guidance to State staff and state personnel on procurement processes, procedures and statutes, apply contract management techniques in order to ensure a contract is administered properly from inception to contract closeout, perform work with limited supervision.
