Examples of Work:
This vital position is responsible to, under direction of the Agency Legal Counsel; provide legal counsel to the Director, Administrators, Human Resources and other agency management and to represent the agency in legal matters including conducting hearings. Duties include, but are not limited to: conducting research and providing interpretation of statutes, case law, administrative code and constitutional issues; drafting proposed legislation; evaluating proposed legislation and administrative code for potential legal impacts on agency functions; assists with the legislative liaison duties with the Governor's Policy Research Office; and testifying before the legislature, courts, or other administrative hearings on behalf of the agency. Other duties include reviewing and approving contracts, preparing responses to EEOC claims, and engaging in negotiations with other attorneys. This position interacts with Administrative Services agency management, Attorney General's Office, Policy Research Office, Legislators, and Attorneys with other state agencies. The successful candidate must possess excellent listening and oral and written communication skills, be able to work collaboratively and cooperatively with diverse people in difficult circumstances, possess the competencies to establish, and work to maintain effective collaboration and cooperation with diverse individuals and groups of citizens and public employees in difficult circumstances, and display mental agility necessary to work through a variety of complex bodies of law on an ongoing basis.
Qualifications / Requirements:
REQUIREMENTS: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies.
PREFERRED: Candidates demonstrating the ability to apply good legal reasoning, versatility and adaptability.
OTHER: Must submit a writing example via attachment that demonstrates good legal reasoning, versatility and adaptability.
Knowledge, Skills and Abilities:
Knowledge of: State and/or Federal statutory and case law and constitutional provisions pertinent to agency programs; the techniques of preparing/drafting of legal document and forms; judicial procedures and rules of evidence; the principles and practices of legal research; the procedures of trial and administrative hearings; the principles and practices of criminal and civil law administration; functional relationships and legal processes of the courts and legislative/ administrative bodies in Nebraska. Skill in: preparing summaries, legal analysis, findings and conclusions, briefs and other legal documents, negotiation, communicating with others; supervising a large Attorney staff, prioritizing work, negotiation, critical thinking and persuasion. Ability to: facilitate solutions between multiple parties, prepare and communicate the facts and arguments of a case and persuade others to accept the viewpoint presented; interact with legal associates, other governmental employees, the public, and representatives of parties involved in a case; formulate legal opinions and recommendations based on legal research and investigations; conduct legal research and investigations; identify critical elements of legal questions or issues and select appropriate course of action; prepare/draft legal documents and forms; interpret and apply statutes, case law, decisions of court/administrative hearing, and administrative rules and policies; assign and evaluate work of subordinate staff.Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
