This position is located in ARNG Construction and Facilities Management Officer (CFMO), Contract Management Branch. The primary purpose of this position is to analyze and direct supply, service, and/or construction contract programs characterized by high dollar costs and extending over long time periods. The magnitude and terms of the contracts substantially impact the mission of the state ARNG. Provides oversight of state and federal funds used to execute state ARNG facilities programs contractual expenditures. Provided programmatic analysis and oversight of the state's execution of contracts reimbursed with federal funds. Supervises the work of the function.

(1) Plans, organizes, directs, controls and reviews the full spectrum of complex purchasing and contracting operations and resources; to assure that all required services and materials are acquired for new and existing ARNG facilities and programs in a timely manner and in accordance with applicable laws and regulations. Contracts management actions include the formal advertising and negotiation for acquiring services and products from the private sector for the ARNG. The nature of services and products acquired include major and minor sector for the ARNG. The nature of services and products acquired include major and minor facility construction; maintenance and repair; Architect and Engineer (A&E;) services; professional and technical services; specialized and common material items; specialized and routine services; and a wide variety of other materials and services. Work includes all contract actions necessary in support of the Master Cooperative Agreement and Military Construction Cooperative Agreements. Responsible for coordination between Contract Management Branch, Federal and State agencies (i.e., Attorney General, USPFO, NGB, Congressional Offices, Labor, Human Resources, Finance), and local communities.
(2) Analyzes and oversees the full range of contract management duties for pre-award through post-award and contract close-out. Manages or administers the most complex or sensitive procurement issues or problems areas that may arise in the organization. Analyzes and oversees administration of all bid protests, contractual disputes and contract terminations. Oversees the acquisition strategy for all contracting efforts. Coordinates the state's sovereign contracting effort in tandem with the mission of the ARNG in each state, its programs and objectives by providing evaluation, planning and analytical expertise to all aspects of contracting in support of the facilities program.
(3) Prepares for, conducts or attends numerous meetings with high-level officials throughout all phases of assignments. Manages federally funds contracts awarded through state contracting procedures to determine compliance with terms of the controlling Master Cooperative Agreement and Military Construction Cooperative Agreements. Establish policies and procedures to comply with state and Federal laws and regulations. Responsible for the development of contracting, operational and business procedures and processes. Furnishes information to function personnel relative to changes in policies and trends that may affect future contracting actions. Ensures implementation of directives from higher echelons and formulates and/or assists in the formulation of overall policies and procedures for the state. Provides technical reviews of documents such as justifications and approvals, requests for contract modifications, and scope of work. Recommends approval or disapproval to the USPFO in those cases requiring approval or endorsement. Responsible for achieving the objectives and goals for socio-economic programs.
(4) Serves as the CFMO's principal authorities in all contracting matters and advises the CFMO and other senior officials and staff on procurement matters concerning current and future plans regarding complex contracts and their effect on long term projects and programs.
(5) Administers, plans, coordinates, and directs the activities of subordinate personnel.
QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.
CREDITING
Experience: NG SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR RESUME. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED. BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.

Experience: Experience, education or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience computer and automation systems. Experience, education and/or training which has provided you the ability to supervise, or perform work pertaining to and requiring a knowledge of business and trade practices, characteristics and use of equipment, products, or property, the collection, analysis, and dissemination of information, the examination and appraisement of merchandise or property; and the administration or regulatory provisions and controls.
SPECIALIZED
Experience: Must possess at least 36 months of specialized experience, education or training program or managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluation and recommending changes in methods of operations. Experience in supervisory, staff or technical work which includes study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing communications and oral presentations. Experience which provided an expert knowledge of state and Federal contracting laws; DOD, Army and NGB contracting regulations and procedures. Experience which provided a knowledge of contracting principles, to include technical requirements for specialized contracts such as sealed bid, negotiated, Architect and Engineer services; Business Management, public administration or local expertise which provided a knowledge of commonly accepted business practices and accounting purposes. Experience administrating and closing out contracts. Experience managing a wide variety of contracts and procurement programs. Experience in managing the function of the work to be performed. Experience which includes leading, directing, and assigning work of personnel.
