Examples of Work:
Supervisory position within the Agency overseeing the grant monitoring activities of subordinates related to emergency management and homeland security funds. Coordinates data/information about grant program opportunities with the Preparedness Section of the Agency and provides liaison for federally funded activities in areas such as emergency management and homeland security with state agencies and local jurisdictions. Gives technical assistance in proposing projects, and preparing grant program applications at the state and local level. Plans audit procedures to insure efficient use of funds already allocated and aids in preparing of budget for grant funds when necessary. Coordinates with Federal and State auditors for the monitoring of program activities and funding. Assists in maintaining and updating various federally funded activities; includes preparation of extensive progress reports. Attends meetings, and represents section supervisor and agency assistant director as required. May train local staff personnel of affected projects by conducting frequent staff meetings. Works closely with other staff members on budget preparation and maintenance of accurate financial records. Arranges for final audit projects.
Qualifications / Requirements:
REQUIREMENTS: Bachelors degree in grants management, business administration, public administration, accounting, budgeting or a related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting or other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education on a year-for-year basis.
OTHER: Must possess or obtain a valid driver's license. Incumbents in this class are assigned Manager of the Week duties on a rotational basis. When serving as Manager of the Week, incumbents must be available to supervise the agency duty officers' 24-hour basis for a seven-day period. At all other times, incumbents must be available for duty around the clock in the event of an emergency or natural disaster. Applicants considered and hired into this position must maintain residency within 30 miles of the agency and have the ability to respond to emergency activation in a timely manner upon notification. Applicants will be screened for possession of these qualifications, and prior to any job offer being made, the applicant may be required pass a criminal background check. Knowledge, Skills and Abilities:
Knowledge of: Emergency Management Grant Program (EMPG), State Homeland Security Grant Program (SHSG), Law Enforcement Terrorism Prevention Program (LETPP). In addition, the Department of Homeland Security-OIG (Office of the Inspector General) Auditing requirements. Theory and practice of accounting principles, practices, methods, and procedures. Ability to: Read and interpret Federal Rules and Regulations, Federal Grant guidelines and apply to Emergency Management and Homeland Security Programs at the federal, state and local levels. Create narrative report of results of review and evaluation and provide report to the Nebraska Emergency Management Agency (NEMA) and sub-recipient management. Skill in: Conducting one-on-one and group interviews in such a manner to extract the maximum amount of data required for developing accurate corrective action plans based on monitoring visit; making presentations to various and diverse groups, using computers for work processing, data management, and development of maps and graphic displays.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
