This position is located in the Joint Force Headquarters-State, Logistics Directorate (G-4), State Surface Maintenance Management Office. The purpose of this position is to supervise work that involves providing assistance and instruction to state unit personnel regarding ARNG equipment and maintenance management. Knowledge of the principles, concepts, and methods of a variety of ARNG equipment is required. The level of typical work directed is Equipment Specialist, GS-1670-09.

DEFINITION OF AREA(S) OF CONSIDERATION:
Area 1 - Current permanent and indefinite Technicians of the Nebraska Army or Air NG
Area 2- All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army NG
Area 3- Current military service members who are willing and eligible to become members of the Nebraska Air or Army NG
Area 4- All qualified candidates eligible and willing to become a member of the Nebraska Army N. Selected individual must become a member of the respective Nebraska NG prior to the effective date.
Referral of Applicants: Qualified applicants will be referred to the selecting official in the following order:
1. Fully qualified Area 1 and 2 applicants.
Military membership in the Nebraska Army National Guard is mandatory. Direct Deposit is mandatory. Individuals with military incentive bonuses may be subject to recoupment. Permanent Change of Station Benefits will not be paid.
(1) Supervises, instructs, and trains subordinates in the performance of work. Makes assignments, checks progress and adequacy of work, and determines need for changes in the office. Evaluates the analysis interpretations and conclusions developed by subordinates. Grants leave, hires new employees and is responsible for the effective operation. Evaluates work performance of subordinates. Ensures equal opportunity for subordinates in the selection of participants for training, promotions,, awards and recognition, and other career development opportunities.
(2) Directs, coordinates, and manages the material readiness program. Responsible for overall direction, coordination, and management of the surface equipment materiel readiness program and training of maintenance personnel. Provides quality assurance measures for state materiel readiness programs. Reviews reports for status of readiness.
(3) Serves as the surface maintenance course manager. Determines career development needs and coordinates with the Surface Maintenance Manager and the Budget Advisory Committee to program funds for full time support and unit maintenance personnel training/schools.
(4) Plans, develops, and manages the Maintenance Assistance and Instruction (MAIT) program to provides necessary training and development of unit personnel. Responsible for the development and presentation of class material. Responsible for the development and presentation of class materials. Reviews training reports, staff visit reports, and inspection reports to determine areas of weakness in support of units/activities.
(5) Develops and directs implementation of mission support plans for new weapon systems or equipment entering the state''s inventory for their impact on the surface maintenance community. Determines the impact on maintenance facilities, training, special purpose tools and test equipment, budget, etc. Determines requirements; coordinates and manages new equipment training, displaced equipment training; and funding and/or maintenance training requirements. Coordinates full time support personnel training with the Human Resources Office. Coordinates training requirements with other staff sections.
(6) May serves as a member of the State Readiness Committee and as Chief of the MAIT.
QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.
CREDITING
Experience: NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR RESUME. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED. BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.
GENERAL
Experience: Experience, education or training which has provided applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience demonstrating the ability to read and interpret blue prints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems.
SPECIALIZED
Experience: Must possess at least 36 months of specialized experience, education, or training overseeing and implementing a program involving the identification and resolution of difficult issues or problems in the line of work in a maintenance function. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects. Experience preparing budgets based on plans for maintenance, repair work, new construction alternation projects, replacement of existing equipment, or increase in service and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience including leading, directing and assigning work of personnel.
